within the City of Santa Aha government structure will be organized, <br />wherever possible, from such city resources as can be modified or <br />adapted to the special disaster mission. Where city resources are <br />not adaptable or appropriate, necessary volunteer emergency services <br />will be solicited, organized and included in this plan. In all cases <br />subsidiary plans and standard operating procedures will be kept as <br />simple as possible and deviations from normal operating procedures <br />and organization will be kept to the absolute minimum necessary to <br />accomplish the stated objectives. Since disasters occur in many <br />forms and frequently without warning, the success of this plan depends <br />upon how well people are trained and ready to act as well as the con- <br />tinuous support and cooperation of City employees and the public. <br /> <br />The City Manager, as operating executive of the City Council and <br />by City Ordinance, is Director of Disaster Services and of Civil <br />Defense. As such he is responsible for implementing this plan <br />as well as periodically reviewing and revising it as appropriate. <br /> <br />B. The Assistant City Manager is the Deputy Director of Disaster <br /> Services and Civil Defense. <br /> <br />The City Department Heads continue as normal operating heads of <br />their respective departments with additional mission assignments <br />as indicated in Paragraph VI below. They serve as chiefs of <br />their respective emergency services under this plan. <br /> <br />All City E~ployees are, by State Law, members of the <br />Santa Aha Disaster Organization and will perform <br />their assigned tasks under their respective depart- <br />mental Standard Operating Procedures or as otherwise <br />directed by competent authority. <br /> <br />Department Heads will coordinate with the Personnel <br />Department to recruit Disaster workers needed to <br />augment their work force in an emergency. <br /> <br />De <br /> <br />The Director will organize or obtain such volunteer emergency <br />services as are necessary to perform functions not covered by <br />City Departments. Registered volunteer disaster service <br />workers are entitled to all privileges, benefits and immunities <br />provided by State law. <br /> <br />All supervisory personnel in the Santa Ana Disaster Organization <br />will designate by name, three qualified alternates, in priority, <br />as their successors in the event of their own disability or <br />nonavailability. These designations will be kept current at <br />all times and be maintained as Appendix 5 to Annex A. <br /> <br />-4- <br /> <br />/7 <br /> <br /> <br />
