RESOLUTION 70-96 OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA, URGING ACTION <br />BY THE BOARD OF SUPERVISORS OF THE COUNTY OF <br />ORANGE RELATING TO ENGINEERING AND TECHNICAL <br />CHANGES IN JET AIRCRAFT DESIGNED TO REDUCE <br />NOISE AND AIR POLLUTION, AND URGING CONDITIONS <br />TO BE IMPOSED BY THE BOARD OF SUPERVISORS TO <br />INSURE SUCH TECHNICAL AND ENGINEERING CHANGES <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES HEREBY <br />RESOLVE AS FOLLOWS: <br /> <br /> WHEREAS, the noise from commercial and private jet aircraft <br />has reached annoying levels for the City of Santa Ana; and <br /> <br /> W~EREAS, the exhause pollutants from jet aircraft engines <br />have created impairment to the health, safety, welfare and peaceful <br />enjoyment of property in the City of Santa Ana, affecting swimming <br />pools, residences, patios, landscaping, and commercial establishments; <br />and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana recognizes <br />the necessity of continued commercial and private jet aircraft <br />service from Orange County Airport; and <br /> <br /> W/~EREAS, it is apparent to the City Council that removal of <br />jet aircraft from Orange County Airport is not practical and in <br />keeping with the maintenance of a good level of air travel service <br />for Orange County; and <br /> <br /> WHEREAS, the City Council recognizes that the planning and <br />construction of any international or regional airport within the <br />immediate area is sufficiently in the distant future as to be not <br />a practical solution to the immediate problems of jet aircraft <br />noise and air pollutants; and <br /> <br /> WHEREAS, engineering and technical research has been under- <br />taken to the end that jet aircraft noise and air pollutants may he <br />substantially reduced, if not eliminated; and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana deems that <br />the best solution to aircraft noise and air pollutants that can be <br />accomplished along with the continued high level of aircraft servi~ <br />from Orange County Airport can thus be accomplished by engineering <br />and technical changes in aircraft equipment; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City Council of <br />the City of Santa Ana does, by this resolution, urge upon the <br />Orange County Board of Supervisors that conditions, with respect <br />to engineering and technical changes aimed at reducing aircraft noise <br />and air pollution from aircraft exhaust fuel, be made upon any <br />further grant of license or franchise for the use of county <br />facilities as passenger and freight terminals or maintenance areas; <br /> <br /> BE IT FURTHER RESOLVED: That deadlines consistent with good <br />engineering practice and technical developments he established <br />requiring that said engineering and technical modifications of jet <br />aircraft engines to reduce noise and jet fuel pollutants he made <br />before new leases are approved. <br /> <br />-1- <br /> <br /> <br />
