BE IT FURTHER RESOLVED: That the Board of Supervisors act <br />within the framework of their powers with respect to times of flight, <br />places of flight, altitude of aircraft, jet flight patterns, <br />terminal space leases, licenses and fees, to require the engineering <br />and technical developments of jet aircraft engines as heretofore <br />described to reduce jet noise and jet fuel air pollution; <br /> <br /> BE IT FURTHER RESOLVED: That the Board of Supervisors adopt <br />rules and regulations, licensing structure, including penalty fees <br />for violations in connection with failure to make acceptable <br />modifications to jet aircraft engines for the purposes as herein <br />set forth; <br /> <br /> BE IT FURTHER RESOLVED: That any monies obtained from any <br />fees or fines imposed by reason of the failure of the aircraft <br />operators or manufacturers to meet the conditions as herein <br />described be placed in a special fund to be used for continued <br />research of ways and means to eliminate or reduce jet noise and <br />jet fuel air pollution. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Ana at its regular meeting held on the 5th day of October, 1970. <br /> <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br />MAYOR <br /> <br />STATE OF CALIFORNIA) <br />COUNTY OF ORANGE ) <br />CITY OF SANTA ANA ) <br /> <br />SS <br /> <br /> I, FLORENCE I.
