RESOLUTION 70-98 ADDING SECTIONS 3.3 <br />THROUGH 3:10 TO RESOLUTION NO. 64-152 <br /> <br /> WHEREAS, on October 19, 1964, the City Council passed and <br />adopted Resolution No. 64-152 establishing a special salary rate for <br />the designation of Senior Police Officer and establishing the criteria <br />for such designationi <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that a further "Career Devel- <br />opment'' program for Police Officers assigned to uniformed patrol re- <br />sponsibilities be established in accordance with the further pro- <br />visions of the added sections as contained herein as follows: <br /> <br /> Section 3.3: Any member of the Police Department designated <br />as a Senior Police Officer as of October 1, 1970 shall continue in <br />such designation until placed in a Level I or Level II designation <br />as described below or until such time as he shall be removed from the <br />designation of Senior Police Officer by action of the Chief of Police; <br />however, no further designations of Police personnel shall be made to <br />Senior Police Officer as established by Section 3.2 of Resolution No. <br />58-281 as amended. <br /> <br /> Section 3.4: For the purposes of establishing criteria for <br />the designation of special C.S.I. (Crime Scene Investigator) and/or <br />F.T.O. (Field Training Officer), courses of training in these spe- <br />cialties shall be the courses developed and administered by the <br />Santa Ana Police Department or such alternative courses as desig- <br />nated for such purpose by the Chief of Police. <br /> <br /> Section 3.5: For the purposes of establishing criteria for <br />the designation of Senior Police Officers - Levels I and II as set <br />out below, the definition of units (or points) shall be as follows: <br /> <br />EDUCATIONAL UNITS <br /> <br />One "semester" unit in an academic course of instruction approved by <br />the Chief of Police and in an accredited college or university shall <br />equal one education unit. One "quarter" unit or "trimester" unit <br />achieved in an educational institution as above shall equal two-thirds <br />of an educational unit. <br /> <br />TRAINING UNITS <br /> <br />Twenty (20) classroom hours or its equivalent of approved police train- <br />ing shall equal one unit. Regular, periodic on-the-job training pro- <br />grams shall not be considered as fulfilling this requirement. Neither <br />shall the special training set out for C.S.I. or F.T.O. officers be <br />given credit for the award of training units, nor shall basic intro- <br />ductory training or similar training given during a probationary <br />period as Patrolman be credited as training units. <br /> <br />When college credit is awarded for special training in Police work, <br />such units of credit may be counted for either training units or edu- <br />cation units as the officer may select. <br /> <br />Training units may be earned by the assignment to and performance of <br />Police duties other than uniformed, field patrol, with one full and <br />continuous month of such assignment equal to one training unit. <br />Credit for experience as assigned to other than patrol work shall not <br />be given unless at least three continuous months of such assignment <br />have been completed. Not more than six (6) units of training through <br />assignment to non-patrol duties may be earned in any one year and not <br />more than fifteen (15) such training units by assignment shall be used <br />in meeting the criteria for Senior Police Officer or advanced pay <br />levels for Sergeants or Lieutenants as set out in this Resolution. <br /> <br /> <br />
