Lapham, City Manager <br /> City of Garden Grove <br /> 11391 Acacia Street <br />.Garden Grove, California 92640 <br /> <br />Gentlemen: <br /> <br /> Last year the City of Santa Ana's first priority funding request to the <br />City Engineers Flood Control Advisory Committee received a favorable recom- <br />mendation and an allocation of $80,000 for the construction of West Washington <br />Storm Drain was included in the flood control districtls adopted budget for <br />fiscal 1971-72. Subsequently, we have been working with your staff to implement <br />the request. However, there appear to be certain economies and increased bene- <br />fits to the general public if a more comprehensive project is pursued jointly <br />as described ~elow. <br /> <br /> In the districtls review of the hydrology of the area of East Garden Grove <br />and West Santa Ana it was discovered that the two cities in their separate master <br />plans had proposed separate storm drains based on city limits rather than topo- <br />graphic drainage areas. Comparing cost estimates, we have found that a Joint <br />solution would save approximately $100,000 in lieu of separate storm drains. <br /> <br /> In a meeting with district and the respective cities~ staffs a more compre- <br />hensive project application to the Department of Housing and Urban Development <br />(HUD) has been proposed. Total project cost would approximate $700,000. After <br />consideration of drainage areas tributary and areas benefitting from the project <br />it has been determined that equity would be achieved if each city participates · <br />equally in the combined drainage system, and the district contributes an amount <br />equalling the sum of the two cities. <br /> <br /> .THis new project was considered at the last (October 21st) City Engineers <br />Flood Control Advisory Cormmittee meeting recognizing that the processing of a HUD <br />application would in any event extend the project into fiscal 1972,73.
