RESOLUTION 72-10~AMENDING <br />SECTIONS 3.2 THROUGH 3.10 <br />TO RESOLUTION NO. 58-281 <br /> <br /> WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution <br />No. 58-281 revising and re-establishing the Basic Compensation Plan for employees <br />of the City of Santa Ana; and <br /> <br /> WHEREAS, on October 19, 1964, the City Council passed and adopted Resolution <br />No. 64-152 establishing a special salary rate for the designation of Senior Police <br />Officer and establishing the criteria for such designation; and <br /> <br /> WHEREAS, on October 5, 1970, the City Council passed and adopted Resolution <br />No. 70-98 which expanded the "Career Development Program' with emphasis on the <br />enhancement of assignment to uniformed patrol responsibilities, and set forth <br />additional special salary designations and the criteria therefor; and <br /> <br /> Wq{EREAS, as a result of recent "meet and confer" sessions a Memorandum <br />of Understanding was developed in which agreement was reached between the City <br />and the Santa Ana Police Benevolent Association regarding further expansion of <br />the Police Career Development Program; and <br /> <br /> WHEREAS, it is now an efficient practice to consolidate and clarify the <br />several provisions related to the Police Career Development Program; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that this Resolution shall be known as <br />the Police Career Development Program Resolution, and such program shall be <br />based upon the information hereinafter set forth in amended sections of <br />Resolution No. 58-281: <br /> <br /> SECTION 3.2: Any member of the Police Department designated as a Senior <br />Police Officer as of October 1, 1970 shall continue in such designation until <br />such time as he shall be removed therefrom by action of the Police Chief. No <br />further designations of Police personnel shall be made to Senior Police <br />Officer as established by Resolution No. 64-152 amending Resolution No. 58-281. <br /> <br /> SECTION 3.3: For the purposes of establishing criteria for the designa- <br />tion of special C.S.I. (Crime Scene Investigator) and/or F.T.O. (Field Training <br />Officer), courses of training in these specialties shall be the courses <br />developed and administered by the Santa Ana Police Department or such alternative <br />courses as designated for such purpose by the Police Chief. <br /> <br /> SECTION 3.4: For the purposes of establishing criteria for the Career <br />Development Program designations as set out below, the definition of units (or <br />points) shall be as follows: <br /> <br />a. Educational Units. One "semester" unit in an academic course of <br />instruction apProved by the Police Chief and in an accredited college <br />or university shall equal one educational unit. One "quarter" unit <br />achieved in an educational institution as above shall equal two-thirds <br />of an educational unit. "Trimester" units or other standards of <br />measurement used as a basis in awarding scholastic credits will be <br />accorded the same evaluation and weight as provided by the respective <br />accredited college or university. <br /> <br />b. Training U~its. Twenty (20) classroom hours or its equivalent of <br />approved police training shall equal one unit. Regular, periodic <br />on-the-job training programs shall not be considered as fulfilling <br />this requirement. Neither shall the special training set out for <br />C.S.I. or F.T.O. officers be given credit for the award of training <br />units, nor shall basic introductory training or similar training <br />given during a probationary period as Patrolman be credited as <br />training units. <br /> <br />(1) When college credit is awarded for special training in <br />Police work, such units of credit may be counted for either <br />training units or education units as the officer may select. <br /> <br /> <br />
