a. Completion of six (6) years of municipal police experience.

b. Completion (acquisition) of at least sixty (60) educational
or training units.

c. Approval of the Police Chief.

A Police Lieutenant with twenty (20) or more years of service with the
Santa Ana Police Department as of October 1, 1970 may be considered for advanced
pay status, as set out in this section, by special designation made by the
Police Chief.

SECTION 3.12: Effective September 1, 1972, no additional designations
to the advance pay status for Police Lieutenant, as set forth in Section 3.11
above, shall be made. Any Lieutenant so designated on said date shall continue
in such designation until such time as he shall be removed by action of the
Police Chief.

SECTION 3.13: The following items are intended to clearly establish
certain procedures and to avoid possible misconceptions related to special
pay provisions as set forth in Sections 3.2 through 3.12 above:

a. An individual authorized an increase in pay as a result of any
provision of the Police Career Development Program cannot also
receive any additional special pay increase set forth in the
footnotes to Section 3 of this Resolution. The only exception
to this rule is the one per cent incentive allowance for sworn
officers who have demonstrated a conversational Spanish language
fluency.

b. Salary step determination upon promotion (such as Patrolman to
Sergeant) remains related to the base salary range. Advancement
in the new base salary range shall continue to be to the lowest
salary step which allows a five (5) per cent increase.

BE IT FURTHER RESOLVED: That this Resolution shall take effect as of the
first day of September 1972.

PASSED AND ADOPTED by the City Council of the City of Santa Ana at its
regular meeting held on the 2n~ day of Octobe~ 1972.

ATTEST:

CLERK OF THE COUNCIL

STATE OF CALIFORNIA)
COUNTY OF ORANGE )SS
CITY OF SANTA ANA )

MAYOR
