SECTION 16. Negative Declaration. Negative declaration means <br /> a statement by the Environmental Impact Evaluator <br /> that will carry out or approve a project that a <br /> project, although not categorically exempt, would <br /> not have a significant effect on the environment <br /> and, therefore, does not require an EIR. The term <br /> "Exemption Declaration" is interchangeable with <br /> the term "Negative Declaration". <br /> <br />SECTION 17. Notice of Completion. Notice of completion means <br /> <br /> a brief report filed with the Secretary for Resources <br /> as soon as a local agency has completed a draft <br /> <br /> EtR and is prepared to send out copies for review. <br /> <br />SECTION 18. Notice of Determination. Notice of determination <br /> means a brief notice to be filed b~ the city of <br /> Santa Ana when it approves or determines to carry <br /> out a project which is subject to the requirements <br /> of the CEQA. <br /> <br />SECTION 19. Person. Person includes any person, firm, associa- <br /> tion, organization, partnership, businesD, trust, <br /> corporation, company, district, county, city and <br /> county, city, town, the State, and any of the agen- <br /> <br /> cies' political subdivisions of such entities. <br /> <br />SECTION 20. Preliminary Environmental Description (PED). Pre- <br /> liminary Environmental Description is a written <br /> description of a project which is sufficiently <br /> <br />-8- <br /> <br /> <br />
