SECTION 12. <br /> <br />SECTION 13. <br /> <br />SECTION 14. <br /> <br />SECTION 15. <br /> <br /> Impact Evaluator, <br /> <br /> Feasible. Feasible means capable of being accom- <br /> plished in a successful manner by reasonably avail- <br /> able, economic, and workable means. <br /> <br />Lead Agency. Lead Agency means the Public agency <br />which has the principal resposibility for carrying <br />out or approving a project which may have a signi- <br />ficant effect on the environment where more than <br />one public agency is involved with the same under- <br />lying activity. <br /> <br />Local Agency. Local agency means the Santa Ana City <br />Council or Planning ComMission. <br /> <br />Ministerial Projects. Ministerial projects as a <br />general rule, include those activities defined as <br />projects which are undertaken or approved by govern- <br />mental decision which the City of Santa Ana or its <br />employees make~ upon a given state of facts in a <br />prescribed manner in obedience to the mandate of <br />legal authority. With these projects, the City of <br />Santa Ana or its employees must act upon the given <br />facts without regard to his own judgment or opinion <br />concerning the propriety or wisdom of the act al- <br />though the statute, ordinance, or regulation may <br />require, in some degree, a construction of its lan- <br />guage by the City of its employees. <br /> <br /> <br />
