SECTION 4. <br /> <br />additional EI~ need be prepared unless: <br /> <br /> (a) Substantial changes are proposed in the project <br /> which will require major revisions of the EIR, <br /> due to the involvement of new environmental <br /> impacts not considered in the original EIR; <br /> <br /> (b) There are substantial changes with respect to <br /> <br /> the circumstances under which the project is to <br /> be undertaken, such as a change in the proposed <br /> location of the project, which will require <br /> major revisions in the EIR due to the involve- <br /> ment of new environmental impacts not cove~ed <br /> in the original EIR. <br /> <br />Use of a Single EIR. The Environmental Impact Evaluator <br />may employ a single EIR to describe more than one pro- <br />ject, as such projects are essentially the same in <br />terms of environmental impact. Further, the Environ- <br />mental Impact Evaluator may use an earlier EIR prepared <br />in connection with an earlier project to apply to a <br />later project, if the circumstances of the projects <br />are essentially the same. The local agency may elect <br />to write EIR's in advance for entire programs or regu- <br />lations in order to be prepared for project applica- <br />tions to come. Whenever the local agency chooses to <br />utilize any of these alternatives, however, it must <br />find that the environmental effects of the projects <br /> <br />-36- <br /> <br /> <br />
