If these tests are not <br />met, the local agency should amend the EIR it prepares <br />for a program to apply it to an individual project <br /> <br />with unusual characteristics. <br />Multiple and Phased Projects. <br />are, or a phased project is, <br /> <br /> h~ere individual projects <br />to be undertaken and where <br /> <br />the total undertaking comprises a project with signifi- <br />cant environmental effect, the Environmental Impact <br />Evaluator must prepare a single EIR for the ultimate <br />project. Where an individual project is a necessary <br />precedent for action on a larger project, or commits <br />the local agency to a larger project~ with significant <br />effect, an EIR must address itself to the scope of the <br />larger project, subject to the limitations Section <br /> <br />15066 Guidelines for Implementation of the CEQA of <br /> <br />1970.
