RESOLUTION NO. 73-55 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA REAFFIRMING THE CITY OF <br />SANTA ANA'S COMMITMENT TO A POLICY OF <br />EQUAL E~iPLOYMENT OPPORTUNITY AND SUPPORT- <br />ING THE USE AND REQUIRING THE IMPLEMENTA- <br />TION OF AN AFFIRMATIVE ACTION PROGRAM <br /> <br /> WHEREAS, Section 1010 of the City Charter prohibits <br />employment discrimination on the basis of race, religion, <br />or political opinions; and <br /> <br /> WHEREAS, Title VII of the Civil Rights Act of 1964, as <br />amended by the Equal Employment Opportunity Act of 1972, out- <br />laws employment discrimination on the basis of race, color, <br />religion, sex, or national origin; and <br /> <br /> WHEREAS, the City of Santa Ana is committed to a policy <br />of equal employment opportunity in the recruiting, hiring, re- <br />tention and training of persons in all job classifications, <br />without regard to race, color, religion, sex, national origin, <br />age, political affiliation, physical handicaps or cultural <br />differences; and <br /> <br /> WHEREAS, the City of Santa Ana is co~unitted to a policy <br />to insure that promotion decisio~ are in accord with principles <br />of equal opportunity by imposing only valid requirements and <br />competitive selection processes for promotional appointment <br />considerations; and <br /> <br /> WHEREAS, the City of Santa Ana is committed to a policy <br />to insure that all other personnel actions such as compensation, <br />benefits, transfers, layoffs, return from layoff, City-sponsored <br />training, education, tuition assistance, social and recreation <br />programs, will be administered on the principle of equal employ- <br />ment opportunity; and <br /> <br /> WHEREAS, ethnic minorities and women are not sufficiently <br />represented within all occupational levels of the City's work <br />force; and <br /> <br /> WHEREAS, equal employment opportunity as defined in law <br />and governmental regulations, requires affirmative steps to <br />insure the full utilization of minorities and women in our work <br />force and it is the intention of the City of Santa Ana to adhere <br />to both the letter and spirit of these laws and regulations; and <br /> <br /> WHEREAS, the City of Santa Ana pledges itself to a program <br />of aggressive affirmative action as the most viable method to <br />assure true equality of employment and work environment with- <br />out discrimination; and <br /> <br /> WHEREAS, a committee has been established comprised of key <br />City department heads and members of the City's Human Relations <br />Commission who have held several meetings and discussions with <br />the result that said members jointly and strongly recommend the <br />adoption of a comprehensive Affirmative Action Program. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the Santa Ana City <br />Council does hereby: 1) reaffirm its commitment to equal oppor- <br />tunity for all persons regardless of race, color, sex, religion, <br /> <br /> <br />
