· INTRODUCTION <br /> <br /> Previous phases of the Bike Route Study, involving the <br />gathering and analysis of data related to physical, technical, <br />economic, social, and community factors, including the identi- <br />fication of problems and potentials are discussed in the Bike <br />Route Background Report. From this analysis a Bike Route <br />Concept was developed for presentation to various departments, <br />agencies, and citizens for their review. <br /> <br /> This document presents a Proposed Bike Route Plan for <br />the City of Santa Ana, indicating basic policy statements, <br />recommended bicycle routes, and initial program guidelines. <br />The Proposed Plan reflects the comments and recommendations <br />of both citizens and affected governmental agencies. This <br />Proposed Plan, reflecting final staff recommendations, is <br />being submitted to the City Council for adoption as an Element <br />of the General Plan. <br /> <br />This plan sets forth the long-range objectives, policies, <br /> <br />and programs~ essential for the implementation of a Bike Route <br />System in the City of Santa Ana. It also recommends an Imple- <br />mentatiOn program-(~hase I) for those portions of the Policy <br /> <br />Plan that can be achieved within a short time (12 months) <br />utilizing existing sources of funds, technology, <br /> <br />land, and facilities. <br /> <br /> <br />
