· INTENT AND PURPOSE <br /> <br /> The degree of importance attributed to the establishment <br />of bicycle routes is clearly indicated by the State of Calif- <br />ornia Legislature's addition of Article 6.5 to Chapter 1 of <br />Division 5 of the Public Resources code. This article pro- <br />vides that consideration shall be given to the establishment <br />and designation of bicycle paths and routes in the general <br />plans of local agencies. It also states that rights-of-way <br />established by cities, counties, or local agencies shall not <br />be abandoned unless the governing body thereof determines that <br />the rights-of-way or parts thereof are not useful as bicycle <br />paths or routes; that under specified conditions subdividers <br />may be required to provide necessary and feasible land for <br />bicycle paths; that the Department of Public Works shall con- <br />sult with the Department of Parks and Recreation in establish- <br />ing general design criteria and assessing the advisability of <br />including bicycle paths adjacent to the roadways and accommo- <br />dating existing and planned bicycle routes; and so forth. <br /> <br /> The Proposed Bike Route Plan consisting of this text <br />and map is in response to a mandate by the State Legislature, <br />the City Council Act of October, 1971, and citizen desire and <br /> <br />interest in developing a comprehensive Bike Route System. Its <br />purpose is to provide an official guide to the <br />future development of bicycle routes for the use <br />of the City planning Commission, the Council and <br />Mayor, other concerned governmental agencies, <br /> <br />2 <br /> <br /> <br />
