It is intended to <br />detail the General Plan, enhance and support the Open Space <br />Element, qualify the City for funds, and aid in the implemen- <br />tation of bicycling programs. <br /> <br /> The plan sets forth basic policy statements; relates <br />bicycle routes to community needs; designates recommended <br />routes and corridors; establishes standards and criteria for <br />surfacing, marking, landscaping, maintenance, safety and <br />other features; estimates costs; and outlines an administra- <br />tive and development program. However, plans are subject to <br />review and amendment as circumstances change. Accordingly~ <br />this Policy Plan should be considered for revision as changing <br />bicycl~ usage, land use development, traffic conditions, and <br />community needs warrant. <br /> <br />OBJECTIVES <br /> <br /> The basic objectives of the Bike Route Plan are to encour- <br />age and facilitate a greater use of bicycles within the City; <br />to provide a viable alternative mode of transportation for all <br />age groups, e~pecially the young and active elderly; to pro- <br />mote economic and social opportunities and the safety and <br />welfare of the community; to contribute to a healthful and <br />pleasant environment; and to expand the-utilitarian and recrea- <br /> <br />tional benefits inherent in bicycling.
