RESOLUTION NO. 73-151 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA OPPOSING THE PROPOSED ENVIRONMENTAL <br />PROTECTION AGENCY TRANSPORTATION CONTROL PLAN <br />FOR THE SOUTH COAST AIR BASIN. <br /> <br /> WHEREAS, the United States Congress by passage of the <br />Clean Air Act of 1970 established the Environmental Protec- <br />tion Agency (EPA), an office in the executive branch of <br />national government; and <br /> <br /> WHEREAS, EPA has developed plans for the elimination <br />and/or reduction of air pollution in this country, a lau- <br />dable goal; and <br /> <br /> WHEREAS, EPA has issued regulations for the South Coast <br />Air Basin, which includes Orange County, which were published <br />in the Federal Register, Volume 38, No. 217, dated November <br />12, 1973; and <br /> <br /> WHEREAS, said regulations will require compliance effec- <br />tive July 1, 1974, and are known as EPA TRANSPORTATION CON- <br />TROL PLANS for the State of California; and <br /> <br /> WHEREAS, said regulations are proposed as measures to <br />drastically curtail the use of the motor vehicle for the <br />transportation of people and thereby reduce the emission of <br />pollutants into the atmosphere; and <br /> <br /> WHEREAS, it is estimated that said regulations would <br />require the payment by each Santa Ana worker of over $900.00 <br />a year for parking by 1976 for an estimated annual total of <br />nearly $26,000,000.00; and <br /> <br /> WHEREAS, it is estimated that said regulations would <br />require by 1976 the payment by private enterprise in Santa <br />Ana of over $23,000,000.00 a year as a penalty for exercising <br />the right to provide free parking for their customers; and <br /> <br /> WHEREAS, it is estimated that said regulations would <br />require public agencies in Santa Ana, including schools, to <br />pay over $2,000,000.00 annually by 1976 for furnishing free <br />parking, not including employee parking; and <br /> <br /> WHEREAS, it is estimated that said regulations would <br />require commercial parking lot operators in Santa Ana to <br />charge their customers a surcharge of nearly $2,500,000.00 <br />annually by 1976 in addition to normal parking charges; <br />and <br /> <br /> WHEREAS, it is estimated that said payments amounting <br />to approximately $53,500,000.00 annually by 1976, are puni- <br />tive and confiscatory and would prove devastating to the <br />economy and well being of the City of Santa Aha and its <br />citizens; and <br /> <br /> WHEREAS, said regulations do not give consideration to <br />the fact that there is no adequate alternative transportation <br />system yet available to the citizens of Santa Ana other than <br />the motor vehicle; and <br /> <br /> <br />
