SECTION <br /> <br />Report shall be required for the project. <br /> <br />a. For the purposes of these rules and regulations, <br /> <br /> the issuance of building permits, business licenses, <br /> the approval of final subdividion maps, or individual <br /> utility service connections and disconnections, <br /> are "ministerial" acts. <br /> <br />Categorical Exemptions. If the Environmental Impact <br />Evaluator finds that a specific proposal is a "discre- <br />tionary project" then he shall make a determination as <br />to whether or not the project is exempt from filing <br />a-P~e~m~a~y-E~v~e~me~a~-~es~p~en-a~ an Environmental <br /> <br />using the following list of categorical <br />have been found by the Secretary of the <br />not to have a significant effect on the <br /> <br />Impact Report by <br />exemptions which <br />Resources Agency <br />environment. <br /> <br />(a) Class l: Existing Facilities.
