CITY OF SANTA ANA <br /> <br />SENIOR PROGRAMMER ANALYST <br /> <br />DEFINITION <br /> <br />Under direction, assists in supervising and coordinating the activities of the <br />City's electronic data processing operation and performs complex systems analysis <br />and programming work. <br /> <br />F~-~PLES OF DUTIES <br /> <br />Confers with and advises operating department personnel regarding feasibility and <br />cost of implementing new or revised automated record keeping and management infor- <br />mation systems; assists facility manager in the development of projects and the <br />preparation of general work schedules and priorities; assigns, supervises, coordi- <br />mates and reviews the work of principal subordinates and resolves problems arising <br />from work in progress; coordinates systems and procedures activities with client <br />departments and other agencies; performs difficult and complex systems analysis <br />and programming for a wide variety of EDP applications; assumes responsibility for <br />the development, implementation and maintenance of an assigned group of systems, <br />keeps informed of software needs and its availability from manufacturers; evaluates <br />manufacturer's software releases for applicability; assists in scheduling and con- <br />trolling the day-to-day activities of the various data processing sections, includ- <br />ing computer operation~ data control, and key punch; trains or supervises the train- <br />ing of subordinate personnel; assumes responsibility for the operation of the faci- <br />lity in the absence or at the direction of the manager; performs related work as <br />required. <br /> <br />DISTINGUISHING FEATURES OF THE CLASS <br /> <br />Under the direction of the facility manager, an employee of this class sUPervises, <br />coordinates and reviews the work of principal subordinates; advises facility mana- <br />ger of software needs and performs complex systems analysis and programming for a <br />wide variety of EDP applications. Assumes responsibility for the operation of the <br />facility in the absence or at the direction of the facility manager. <br /> <br />RECOMMENDED MINIMUM QUALII~ICATIONS <br /> <br />Two years of college including or supplemented by successful completion of course <br />work in electronic data processing and three years' experience in EDP including <br />one year at the progran~er analyst level with experience in the use of COBOL or <br />any equivalent combination of training and experience which provides the following <br />knowledge, abilities and skills: <br /> <br />Thorough knowledge of: electronic computer operations and limitations, COBOL and <br />computer programming including testing and debugging. Knowledge of: a wide variety <br />of software and their relevant capabilities. Ability to: formulate, analyze and <br />prepare new computer programs and systems; cooperate and communicate effectively <br />with associates and user personnel; prepare clear and logical proposals and reports <br />and pro~ram documentation; analyze problcm~ for computer programming and to work out <br />efficient solutions; establish and maintaln effective workJ, ng relations with admini.~;- <br />trative officials, and employees; manage operation of EDP facility, and to supervis~ <br />and coordinate a number of principal subordinates. <br /> <br /> <br />
