37. Hanagement Records <br /> <br />A. Project File Security <br /> <br />Of paramount importance to the successful operation of the <br />Drug Crime Unit is the security of information. It is <br />therefore imperative that the data collected by the Unit be <br />safeguarded against compromise in any form. The security <br />must be a safeguard against Cwo forms of unauthorized <br />revelation; i.e.,' physical removal and/or oral communication. <br /> <br />To protect the information in the former instance, ali data <br />is maintained in the Drug Crime Unit offices'in file cabinets <br />which meet accepted standards of security for classified <br />information. In addition, keys to the Unit's offices are <br />issued only to members of the Unit. The policy of "last to <br />leave the office locks the door" has been instituted even <br />if it is necessary for all personnel to be absent simultane- <br />ously, even for short periods of time. Also, when files are <br />not in active use, they'remain locked. <br /> <br />To protect against oral disclosure, the following procedures <br />are followed: <br /> <br />Prior to accepting any person for assignment to the Unit, <br />a thorough investigation of their personal background is <br />conducted to determine their reliability. Insofar as <br />regulations permit, no person of doubtful integrity will <br />be acceptable; the investigation may include a polygraph <br />examination. <br /> <br />Other Law Enforcement Personnel: Release of information <br />is on a need-to-know basis. This does not imply that <br />others are not able to obfain information. Various units <br />of Federal, State and local agencies conducting investi-. <br />gations have need for the data in the files.' The amount <br />released is predicated on that which will fit their <br />individual needs at any given time. <br /> <br />3. Other: All other inquiries are screened in order to <br /> determine the basis for such a request. Only that <br /> information which does not Jeopardize the integrity of <br /> ~the Unit, or,ts.., mission, is released. <br /> <br />4. General <br /> <br />a) Records~are~ ' maintained on all inquiries for data and <br /> the reason for the inquiry. This serves two purposes: <br /> <br />1) To make certain that information is not given out <br /> indiscriminately, and <br /> <br />2) To offer referral services to authorized investigation <br /> agencies. The object of this is to refer a law enforce- <br /> ment agency conducting an investigation to the source <br /> law enforcement agency.' <br /> <br />21 <br /> <br /> <br />
