RESOLUTION NO. 74-156 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF TNE CITY <br />OF SANTA ANA MODIFYING THE DECISION OF THE <br />PLANNING COMMISSION, DENYING APPEAL NO. 343 <br />FILED BY EUGENE M. FLORES, AND GRANTING <br />VARIANCE NO. 74-13 FILED BY MARVIN CARLIS <br />AND MARVIN JACOBSON <br /> <br /> BE IT RESOLVED that based upon the Findings of Fact <br />of the Planning Commission, and based on the evidence presented <br />at a public hea'ring held on September 16, 1974, the City Council <br />of the City of Santa Ana hereby denies Appeal No. 343 filed on <br />September 5, 1974, by Eugene M. Flores, and grants Variance <br />No. 74-13 filed by Marvin Carlis and Marvin Jacobson, 1202 East <br />Fourth Street, Santa Ana, California, to expand an existing <br />legal non-conforming meat processing plant in the C2 District <br />and to waive a portion of the required landscaping, subject <br />to the following conditions: <br /> <br />1. That the sidewalk along Eastwood Street be <br />repaired and replaced with concrete where asphalt <br />paving presently exists. <br /> <br />2. That an 18" high decorative block wall on top <br />of 6" curbing be placed along and to the rear of all <br />landscaped planter areas on both Fourth and Eastwood <br />Streets; excepting the central planter on Eastwood <br />Street which will require a 24" high decorative block <br />wall on 6" curbing. In addition, a six foot high <br />chain link fence with rolling gates will be placed <br />along and to the rear of the central planter on <br />Eastwood Street. <br /> <br />3. That an additional street tree be placed along <br />Fourth Street in place of the old drive approach. <br />(Subject to approval of Public Works Department and <br />Parks Department). <br /> <br />4. That the second floor addition be constructed <br />with a mansard roof with cedar shake and stucco walls. <br />The addition to be in conformance with the submitted <br />elevations. In addition, the present building will <br />be resurfaced with a stucco finish in order to blend <br />with the proposed addition. <br /> <br />5. That no windows be allowed on the north elevation <br />(facing residential) of the second floor addition. <br /> <br />6. That the <br />addition run <br />the building <br /> <br />proposed stairs for the second floor <br />parallel with the west elevation of <br />as indicated on the revised plot plan. <br /> <br />7. That two trees be placed within a five-foot land- <br />scape strip along the westerly 17 feet of the north <br />property line. Trees are to screen the loading area <br />from adjacent residences. If for any reason it is not <br />possible to place the trees along the north property <br />line, a hedge of suitable height will substitute. <br />That the trash area be relocated at the southwest <br />corner of the building in an acceptable enclosure as <br />approved by the Planning Department. <br /> <br /> <br />
