35. <br /> <br />METHODOLOGY <br /> <br />A. This project will be conducted by the City of Santa <br /> Ana as a basis for future expansion to include the <br /> Fire Department, and the Police and Fire Departments <br /> of at least one other city, yet to be determined. <br /> Not only is this approach necessary and appropriate <br /> in order to develop and clarify program needs, but it <br /> also will insure that the expansion plans are simpli- <br /> fied, accurate and incorporate the ~ergency "911" <br /> telephone system soon to be implemented in the State <br /> of California. Current long-range plans by the City <br /> include the construction and consolidation of a joint <br /> police/fire communication center within five years. <br /> <br /> The effort outlined below constitutes a multi-phase <br /> program to evaluate, design, develop and implement a <br /> basic command and control system for use in manpo~ver <br /> <br />resource management. <br /> <br />Phase I will be the evaluation, definition, review and <br />approval of system design and operational specifications <br />according to established performance criteria and <br />standards. Phase II will be technical specifications, <br />procurement and installation of the equipment with <br />general system design. Phase III will be the design, <br />development and preliminary system tests, system imp- <br />lementation, operation and post-implementation review. <br /> <br />2d - <br /> <br /> <br />
