35. <br /> <br />I4ETHODOLOGY (Continued) <br /> <br /> permit the most economic an~ feasible collection, <br /> storage, retrieval and analysis of baseline date re- <br /> quired to support the command and control functions. <br /> <br />The operational data required to support the command <br />and control functions also will ba defined. This <br />definition will identify the type, source, character- <br />istics, and format of ~he necessary data, and include <br />an indication of the "value" or "utility" of the data <br />according to actual or potential demand, use, and "im- <br />portance''. The specifications and performance standards <br />developed during Phase I will be reviewed by the Advis- <br />ory Committee to insure appropriateness, utility, cost <br />effectiveness, interface compatibility and personnel <br />acceptance. <br /> <br />An operational system design will be developed during <br />Phase II of the proposed project, in accordance with <br />the specifications formulated during Phase I and hard- <br />ware procurement and installation executed. The system <br />design will include (1) the procedural requirements for <br />the acquisition, processing, displaying, analysis, and <br />dissemination of data pertaining to the command and con- <br />trol functions; (2) the specifications for data forms, <br />formats and files; (3) administrative and control pro- <br />cedures; (4) general training requirements; and (5) <br /> <br /> <br />
