General Rule. The requirements set forth in these <br /> Rules and Regulations apply to projects which may have <br /> a significant effect on the environment and which in- <br /> volve discretionary local agency action. Where it can <br /> be seen with certainty that there is no possibility <br /> that the activity in question may have a significant <br /> effect on the environment, the activity is not covered <br /> by the requirements set forth in CEQA, the Guidelines <br /> for Implementation of CEQA, and these Rules and Regula- <br /> tions qoncernin~ the evaluation of projects and the <br /> <br /> <br />
