Such environmental documents will be pre~are~ <br />by the Lead Agency in consultation with all other <br />responsible agencies'. The Lead Agency's environmental <br />documents shall be the environmental documentation for <br /> <br />all res~onsibl~ agencies. Such responsible agency shall <br />consider the Lead Agency's EIR or Negative Declaration <br />~rior to acting upon or approving the pro~ects, and they <br />shall certify that their decision-making bodies have <br />reviewed and considered the information contained in <br />them..
