REQUEST FOR REVENUE SHARING FUNDS <br /> <br />PROJECT TITLE: Join~ Police/Fire Communication System <br />REQUESTING CITIES: Santa Ana and Tustin <br /> <br />Scope of the Project: <br /> <br />The overall goal of the project is to design, develop and implement a <br />computer aided joint police/fire communication system for the cities of <br />Santa Ana and Tustin. It is intended that the system be designed to be <br />transferable to other county public safety agencies and provide the nuc- <br />leus for any additional agencies electing to become part of this system. <br />The purpose of the proposed system is to significantly reduce response <br />time and prove the capability to properly distribute manpower. <br /> <br />Major project objectives include: <br /> <br /> · Improved operational effectiveness <br /> e Improved personnel safety <br /> · Improved personnel utilization <br /> · Improved multi-jurisdictional cooperation <br /> · Reduce crime rate <br /> · Provide advanced planning and an operational basis for <br /> "911" emergency telephone systems <br /> · Reduce response times for both police and fire units <br /> · Increased communications accuracy <br />· Reduced voice radio traffic <br /> · Increased dissemination of high-speed accurate information <br /> · Inexpensive transfer of technology to other potential users <br /> of a system of this nature. <br /> <br />A permanent Advisory Committee comprised of representatives from each partic- <br />ipating city (Tustin Police and Fire Departments, Santa Ana Police and Fire <br />Departments and Orange County Communications Department) will be formed to <br />provide a formal vehicle for project coordination, administration, technical <br />support and evaluation. In addition, the project team will be comprised of <br />a minimum of one responsible representative from each agency which will pro- <br />vide the detailed analysis and coordination for each agency. <br /> <br />Operational Guidelines: <br /> <br />The effort outlined below constitutes a multi-phase program to evaluate, de- <br />sign, develop and implement a joint police/fire communications system for use <br />in manpower resource management and improved response time. <br /> <br />Phase I will be the evaluation, definition, review and approval of system de- <br />sign and operational specifications according to established performance cri- <br />teria and standards. Phase II will be technical specifications, procurement <br /> <br />-1- <br /> <br /> <br />
