PROJECT TITLE: Joint Police/Fire Communication System <br /> <br />and installation of the equipment with general system design. Phase III <br />will be the design, development and preliminary system tests, system imp- <br />lementation, operation and post-implementation review. <br /> <br />The Advisory Committee will assist in establishing a preliminary set of <br />system criteria and performance standards to be used as guidelines for the <br />on-going project modules and development activities. The Advisory Committee <br />will actively participate in the formulation of the necessary procedural re- <br />quirements to be expanded and'tailored during the course of the project. <br />Travel to, and review of similar successful systems and their highlights <br />for evaluation and consideration for poSsible implementation to this system <br />will be conducted when appropriate. Potential sites are Huntington Beach, <br />Long Beach, Los Angeles, Baldwin Park, Newport Beach and Redondo Beach. <br /> <br />The procedures outlined in the Orange County System Development Manual will <br />be utilized by the Advisory Committee and project technical staff where <br />appropriate to insure compatibility of effort with existing and/or projected <br />information system development projects in Orange County. Phase I of the <br />proposed project will entail the development of a detailed set of system de- <br />si~n specifications and performance standards that will permit the most eco- <br />nomic and feasible collection, storage, retrieval and analysis of baseline <br />data required to support the communication functions. <br /> <br />The operational data required to support the Communication functions also <br />will be defined. This definition will identify the type, source, character- <br />istics, and format of the necessary data, and include an indication of the <br />"value" or "utility" of the data according to actual or potential demand, <br />use, and "importance". The specifications and performance standards developed <br />during Phase I will be reviewed by the Advisory Committee to insure appro- <br />priateness, utility, cost effectiveness, interface compatibility and personnel <br />acceptance. <br /> <br />An operational system design will be developed during Phase II of the pro- <br />posed project, in accordance with the specifications formulated during Phase <br />I and hardware procurement and installation executed. The system design will <br />include (1) the procedural requirements for the acquisition, processing, dis- <br />playing, analysis, and ~i~seminatton of data pertaining to the communication <br />functions~ (2) the specifications for data forms, formats and files; (3) ad- <br />ministrative and coh~rol procedures~ (4) general training requirements~ and <br />($) requirements for system implementation and post-implementation testing and <br />review (Phase III).. <br /> <br />Many of the tasks of Phase I and II will be carried out concurrently. System <br />specifications and data requirements will be developed and processed through- <br />out the Phase I and Pha~e II effort. Similarly, the data collection analysis <br />activities and the systenKdesign will be iterative and flexible processes <br />whereby the current set of available information can be processed through all <br />tasks concurrently. Additional data, analyses and definitions that are re- <br />quired or in need of refinement also can be readily identified and pursued. <br /> <br />-2- <br /> <br /> <br />
