The Section 312 program is retained as a separate program and extended <br />fo~ one year after enactment of the statute. Loan funds received will not be <br />deducted from a localityts community development block grant entitlement. <br />Section 312 funds are, however, used in computing hold-harmless levels. <br /> <br /> Use of Section 312 is confined to community development or urban home- <br />steading program areas. <br /> <br />ELIGIBLE ACTIVITIES: Only the following activities are eligible for <br />assistance: <br /> <br /> Acquisition of real property that is (1) blighted, deteriorated, <br /> deteriorating, undeveloped, or inappropriately developed; <br />(2) appropriate for rehabilitation or conservation; (3) appropriate <br />for the preservation or restoration of historic sites; the beautifica- <br />tion of urban land; the .conservation of urban land; the conservation <br />of open spaces, natural resources, and scenic areas; the provision <br />of recreational opportunities; or the guidance of urban development; <br />(4) to be used for the provision of public works, facilities, and <br />improvements; or (5) to be used for other public purposes. <br />Acquisition, construction, reconstruction, or installation of public <br />works, facilities, and site or other improvements in cases where <br />assistance for such facilities under other federal programs is <br />determined to be unavailable. <br />Parking facilities, solid waste disposal facilities, and fire protection <br />services and facilities located in or designated to serve community <br />development areas. <br />Code enforcement in deteriorated or deteriorating areas. <br />Special projects directed toward the removal of material and <br />architectural barriers that restrict the mobility and accessibility <br />of elderly and handicapped persons. <br />Payments to housing owners for losses of rental income incurred <br />in holding for temporary periods housing units to be utilized for <br />the relocation of individuals and families displaced by program <br />activities. <br />Disposition of acquired property (no reference to "fair value") or <br />retention for public purposes. <br />Provision of public services not otherwise available in community <br />development areas, if such services are determined to be necessary <br />or appropriate to support other assisted activities and if assistance <br />in providing or securing such services under other applicable <br />federal laws or programs has been applied for and denied or not <br />made available within a reasonable period of time, and <br />if such services are directed toward (1) improving <br />the community's public services and facilities and <br />(2) coordinating public and private development <br /> <br />00010 <br /> <br /> <br />
