B. The second Target Area, also part of the area commonly <br />known as Santa Anita, includes residential units in Census Tract <br />890.02 north of First Street between Harbor Boulevard on the east <br />and Newhope on the west on Mountain View Street, Fifth Street, <br />Huylars Ln., and the Forry and Missouri Lane area. The area has <br />been substantially reduced from the boundaries indicated by the <br />Workable Program for Community Improvement in light of the mobile- <br />home park developed abutting First Street in 1974. A total of <br />116 units were surveyed, 43 (37%) were constructed prior to 1945 <br />and 12 (10%) anticipated to have a life expectancy of less than <br />ten years. Twenty units were rated poor in quality of mainten- <br />ance and 13 poor in premise rating. The target area is similar <br />to the first with indications of longer range stability and <br />only fair overall parcel rating. The housing stock condition <br />would be rated as generally good. <br /> <br /> The Multiple Unit Survey responses covered 32 two bedroom <br />rental units having a monthly rent of $160.00, which were all in <br />the target area. The 1970 Block Statistics showed an average rent <br />of $113.00 for the target area with the average for the census <br />trac% being $134.00 per month. In 1970 the average home value <br />was $19,870.00 in the target area and $22,400.00 for the census <br />tract. There were 160 units according to the Census (again show- <br />ing a decrease since 1970 in total units) with 41 owner occupied <br />and 117 rentals. A total of five units were indicated as lacking <br />all or some plumbing facilities, seven as being single person <br />households, and 31 with female householdheads. The 1970 target <br />area population of 622 would be estimated at 560 in 1974. Fifty- <br />six (35%) of the units were indicated as having 1.01 or more <br />persons per room. <br /> <br /> C. The area commonly known as Progresso consisting of two <br />blocks on the southeast corner of Euclid Avenue and Seventeenth <br />Street (Westminster Boulevard) in Census Tract 890.01 is the <br />third Target Area in the area west of the Santa Aha River. It is <br />a small, isolated area on the edge of the City of Santa Aha abut- <br />ting Garden Grove. There is only a total of 98 units however <br />60 percent are over 30 years old and 41 percent have a life ex- <br />pectancy of less than ten years. Almost half of the units were <br />classified poor regarding the quality of maintenance and over four <br />out of ten were rated poor concerning the premise. Overall the <br />target area had a mid range longevity rating and a fair parcel <br />rating. This would place it in the worst condition of the four <br />target areas in the area west of the river, however numerically <br />it is one of the Smallest and most compact of the survey locations- <br /> <br /> As wifh the next target area there were no responses from <br />this location to the Multiple Unit Survey questionnaire. The <br />1970 Block Statistic: showed an almost even split <br />between owner occupied and rental units. This <br />was the highest percentage for owner occupa~cy of <br />the four target areas east of the Santa Aha River. <br />The total units in 1970 was just three less than <br />the current survey indicating relatively little <br />physical change.
