The target area <br />home value was $17,770.00 compared to the census tract value of <br />$22,200.00 and the contract rent for target area rental units <br />was only $78.00 compared to the census tract average of $123.00. <br />The current population is estimated to be 382, eleven less than <br />1970, and this lower figure is based on an overall slight decrease <br />in the persons per household. The percentage of units with 1.01 <br />persons or more per room was thirty-five. <br /> <br /> D. The area generally referred to as Silver Acres basic- <br /> ally located on both the east and west sides of Euclid Avenue <br /> between Bolsa (First Street) Avenue and Hazard Avenue constitutes <br /> the fourth Target Area and covers portions of Census Tracts 890.01 <br />and 889.03 about 11 blocks in area. This area is also reduced <br /> from the rehabilitation area indicated by the Workable Progra~ <br /> because of two~ recent mobilehome park developments. The survey <br /> of 395 units indicated 95 (24%) built before 1945, 55 (14%) with <br /> a life expectancy of less than ten years, 91 (23%) with a poor <br /> quality of maintenance, and 100 (25%) poor in premise rating. <br /> The area on the east side of Euclid Avenue was more severely im- <br /> pac;~d with older units, shorter life expectancy, and poor main- <br /> tenance and premise ratings. The area showed a degree of longer <br /> term stability and fair parcel rating sufficient to classify the <br /> housing stock condition as generally good. <br /> <br /> No responses to the Multiple Unit Survey questionnaire <br />were received from this area. The 1970 Block Statistics indicated <br />445 units (50 more than the survey). Owner occupied units in <br />1970 were 182 (41%) and 251 (56%) rentals. The average value of <br />a target area unit was $20,500.00 with the average of the census <br />tracts being $22,500.00 and the average contract rent as $111.00 <br />compares to the census tracts' average of $128.00. Seven units <br />were conducted as lacking some or all plumbing facilities, 54 <br />listed as single person households, and 38 households having a <br />female head. The 1970 population of 1734 would be estimated as <br />of 1974 to be 1658 persons. Approximately twenty-eight percent <br />of the units had 1.01 or more persons per room. <br /> <br />II. CENTRAL CORRIDOR AREA <br /> <br /> A. The first target area in the central corridor is within <br />Census Tract 744.01 and bounded by McClay Street on the east, <br />Atchison, Topeka and Santa Fe Railroad on the west, First Street <br />on the south, and Fourth Street on the north. The area consists <br />of nine blocks and 89 residential units were surveyed. Ninety <br />percent of the units are 30 years old or older and 38 units have <br />a life expectancy of less than ten years. Slightly over one out <br />of three were clas,~ ¢ied as poor in the quality of <br />maintenance and just under one out of two receiv- <br />ed a poor premise rating. A mid-range longevity <br />factor resulted from the survey and the overall <br />parcel rating was distinctly in the poor category. <br /> <br />00012, <br /> <br /> <br />
