S. to contact government and private groups with housing concerns <br />and, when possible, to coordinate their activities; <br /> <br /> 6. to actively promote their programs and encourage gover~m~ent to <br />seek federal grants to apply to housing needs. <br /> <br /> Besides these activities, these comnittees should consider overseeing <br />and participating in surveys of housing conditions and establishing working <br />standards for sound, adequate housing. <br /> <br />Phase II <br /> <br />Conmmity Programs <br /> <br /> To further ensure that housing concerns and needs become an integral <br />part of the City Planning and management process, the City proposes the <br />development of Commmity Programs based upon those factors that directly <br />affect the quality, type and location of housing in the particular c~,anity <br />under study. <br /> <br /> The overall objective of the Core, miry Programs will be to achieve a <br />statement of planning guidelines, policies and programs that will result in <br />a well-integrated program of development for the particular district under <br />consideration. The programs will emphasize housing revitalization and seek <br />to create a cc~,m~nity environment conducive to stable housing. <br /> <br /> This phase of the Housing Plan is to be carried out by the Planning <br />Department task force. Close citizen contact will be maintained throughout <br />the development of each C~ity Program. <br /> <br />Phase III <br /> <br />The Removal of Dilapidated Units and <br />Rehabilitation of Deteriorating Units <br /> <br /> Each Community Program will identify those dwelling units in need of <br />rehabilitation and those that are unfit for human occupancy. Because those <br />units determined to be unsuitable for continued hmmn habitation cannot be <br />demolished until they are vacant, an effective program of relocation will <br />be necessary for any plan of total code enforcement to be successful. After <br />the program is well underway and decent housing is available at affordable <br />rates, fewer households will accept substandard units, leaving them vacant <br />and more readily improved or destroyed. <br /> <br /> Because of the sometimes controversial nature of this program, it is <br />imperative that the various housing groups and agencies in the City of <br /> <br />000168 <br /> <br /> <br />
