Santa Aha make every effort to inform residents of their right to decent <br />housing and the means available to them to acquire improved living con- <br />ditions. <br /> <br />Phase IV <br /> <br />New Construction and Distribution <br /> <br /> qbe projections of estimated housing need in Table V-14 reveals 10,997 <br />units must be added to the available housing supply if the nmeds of the 1990 <br />population are to be adequately fulfilled. Hopefully, mnch of this need will <br />automatically be taken care of as increased capital accompanies the increasing <br />City population. The needs of lower income groups and residents with <br />specialized housing problems, however, may challenge the productive resources <br />of the market. In adopting this Housing Plan, the City acknowledges respon- <br />sibility for making adequate housing available to all families regardless of <br />any dysfunction of the housing market. <br /> <br /> Existing citizen conmittees and the Santa Ana Housing Authority can be <br />of great help in securing needed housing. The Housing Authority has the <br />organization and resources necessary to make available needed low income <br />housing. Citizens' groups, such as the Planning Comuission, Human Relations <br />Coumission, the Project Area Conmittee, etc., should inform residents of <br />their rights and opportunities and appeal to developers and housing sponsors <br />to undertake needed projects. <br /> <br />Phase V <br /> <br />_Updating the Housing Element <br /> <br /> To keep the housing plans responsive to the needs of City residents, <br />it will be necessary to amend the Housing P. lement periodically. Only in <br />that way will it continue to be a viable document which the City of Santa Aha, <br />various housing agencies and the County can rely upon for guidance and coordi- <br />nation. To accomplish such updating, those established citizen comittees <br />concemted with housing in Santa AUa should submit periodic reports to the <br />City Council and the general public. The City Planning Department and other <br />agencies, having access to housing data, can provide assistance in preparing <br />these reports. The reports would be accompanied by proposed additions and <br />changes to the Housing Plan and would be officially recognized by amending <br />the Housing Element of the Santa Ana General Plan. <br /> <br />Conclusion <br /> <br /> Comparing Santa Ana's housing demand and need projections (contained <br />in Chapter V) with the adopted GrowtJt Policy, the Land Use Element and other <br /> <br />000169 <br /> <br /> <br />
