CHAPTER, III. <br /> <br />RELATED STUDIES <br /> <br />Introduction <br /> <br /> In order to place the extensive amount of data generated by the <br />Housing Element into proper perspective, this chapter will analyze and <br />draw conclusions concerning the relationship between the Housing ~lement <br />and the following past policies, adopted doc~nents or draft proposals of <br />the City of Santa Ana. These text will concentrate on: <br /> <br /> 1. General Plan of the City of Santa Ana prepared by Ruth and <br />Krushkhov, Arthur D. Little, Inc. and D. Jackson Faustman and Associates <br />and adopted in August of 1965. <br /> <br /> 2. The Santa Aha Zoning Ordinance, excerpts from Municipal Code <br />Chapter 41. <br /> <br />3. The Santa Ana "Growth Policy Report" dated October 25, 1974. <br /> <br />4. The Capital Improvements Program for the City of Santa Aha. <br /> <br /> S. The application, Housing Assistance Program, and three-year <br />Development Plan drafts developed in accordance .with the 1974 Housing and <br />Conmunity Development-Act by City staff. <br /> <br /> 6. Other general observations concerning this Element and the City <br />of Santa Ana. <br /> <br />General Plan <br /> <br /> The 1965 General Plan provided an analysis of housing conditions in <br />the City of Santa Ana. Although at that time the Housing Element of the <br />General Plan was not a mandatory element under State Law, the 196S General <br />Plan does contain much of the analysis presently required. Housing was <br />addressed under the work contained within Technical Workbook No. 4, pp. 97-99, <br />which represented the respective areas of Basic Studies, Citizens Studies/ <br />Conmunity Goals, Facilities Plans/Implementation Proposals. The information <br />was based on the 1960 federal census and staff observations. The problem <br />of housing was at that time not viewed as serious in Santa Ana and the <br />phrase "The City Without Slwas" was viewed as a potential if code enforcement <br /> <br />000021 <br /> <br /> <br />
