However, the General Plan did distinctly locate seventeen <br />areas under a three-stage priority system for cede enforcement. The fol- <br />lowing excerpt from the General Plan describes both the areas and the <br />activities proposed: <br /> <br /> Priority 1 Areas: These areas are the areas of the most severe <br />conditions of blight and deterioration and should be in receipt of the <br />first measures of code enforcement and con~nL~ity facilities programs. <br /> <br /> 1. The five-block area bounded on the north by Washington Place, <br />on the south by Fruit Street, on the west by the Southern Pacific tracks <br />and on the east at the A.T. ~ S.F. tracks. <br /> <br /> 2. The thirteen-block area bounded on the west by Maple, on the <br />east by Cedar, on the south by (hestnut and on the north by Third Street. <br /> <br /> 5. The extreme western section of the City of Santa Ana north of <br />First Street and west of Euclid. <br /> <br /> 4. The downtown area betwee~ Omstnut and Fourth Streets and <br />Ross and French Streets. <br /> <br /> S. The extreme western corner of the City of Santa Arm bounded by <br />Euclid on the west and Seventeenth Street on the north. <br /> <br /> 6. The te~-block area bounded on the north by the Pacific Electric <br />tracks, on the east by Townsend and Daisy Streets, on the south by First <br />and (hestnut Streets, with the eastern boundary being Artesia Street. <br /> <br /> 7. The block bounded by Fifth Street on the north, Forry Lane on <br />the west and Missouri on the east. <br /> <br /> Priority 2 Areas: Areas of less concentrated deterioration where <br />there are deteriorating structures mixed with sound structures. <br /> <br /> 1. The area south and east of the Warner Street Yard, bounded by <br />Dyer Road on the south, Main Street on the west and Evergreen on the east. <br /> <br /> 2.
