The common demoninator that substandard housing areas consist <br />of vicinities with intense land use incompatibilities was pointed out by <br />the General Plan. The tools to co,hence an attack on housing problems were <br />available in 1965; the problems and locations were defined at that time; and <br />the fact that these deteriorating areas were indicative of the complex inter- <br />relationship of economic, social and physical environments was made clear. <br /> <br /> The continuing lack of cc~mniment on the part of the City of Santa Arm <br />to solve housing problems, as documented by the findings of this study, has <br />in part been responsible for the deteriorated condition of much of its <br />existing housing stock. <br /> <br />General Plan Element Relation.ships <br /> <br /> To some degree, all elements of the General Plan are related and inter- <br />dependent. The Housing Element is closely related to the remaining seven <br />State mandated general plan elements. The most direct linkages are to the <br />Land Use, Circulation, Safety, Noise, Open Space and Conservation. The <br />most important relationships are between the Housing and Land Use Elements <br />and the Housing and Safety Elements. <br /> <br />Land Use Blement <br /> <br /> The Housing Element has a stronger interface with the Land Use Element <br />than with any other element of the Santa Ana General Plan. Policies of the <br />Housing Element will provide for additional guidance in allocating the types <br />of land uses complimentary to residential areas. Significant portions of <br />the Land Use Blement will require re-evaluation and amendment as a result of <br />fids element and its on-going refinement. <br /> <br />Circulation Element <br /> <br /> Circulation includes those systems thatmeve people, materials, goods <br />or services ,(e.g., water, sewer, jet fuel lines, petroleum products, energy, <br />etc.) by any means. The location of new housing and its necessary access <br />routes will have an impact on the Circulation Element.
