a process of spreading blight to encompass additional blocks and portions of <br />adjacen~ neighborhoods or subdivisions.' The General Plan recommendations of <br />converting the deteriorating residential area in the vicinity of Washington <br />and Custer Streets to industrial use were not implemented and the Logan Area <br />has continued to be a major problem of substandard housing and intensely <br />compatible uses. The recon~endation that the areas between First and Fifth <br />Streets have increased residential densities applied to stimulate conversion <br />of use has not mterialized. In both these areas the development of new and <br />improved circulation facilities as recomuended by the General Plan has accom- <br />plished little, except for structural removal for a specific project to elimi- <br />rmte the extensive housing deterioration. In the Progresso and Santa Anita <br />neighborhoods, it was suggested that the development of new commmity facili- <br />ties and the improvement of street standards would provide an impetus for <br />local activities improving the quality of housing. In retrospect, these <br />recomuendations have either not been implemented or unaggresively pursued <br />based on the current status and condition of the subject areas. <br /> <br /> A further and the most emphatic recon~nendation of the General Plan <br />was that there be a uniformily enforced application of building and other <br />City codes pertaining to housing, and the enforcement of the California <br />Housing Code in relation to the occupancy and physical characteristics of <br />the structures in all the areas of deterioration based on the priority system <br />as previously discussed. According to the Office of the City Attorney, there <br />have been no prosecutions under the Housing and Dangerous Buildings Code in <br />the past except on a complaint basis. Even though the Department of Building <br />Safety and Housing at present has the knowledge and sophistication to pursue <br />such a program, the history since the General Plan recoramendations of 1965 <br />indicates that such enforcement has not been effectuated based on the current <br />status of the blighted housing areas. <br /> <br /> The information contained within Technical Workbook No. 2, Citizens <br />Studies/C~,.,~nity Goals concernir~g the problems, potentials and coments <br />upon the areas of housing and con~m~ity relations is in part a predated <br />version of some findings revealed in this document. It recon~uended, under <br />cc~m~u~ity Relations, that purchase of substandard housing marring the City <br />should be made and such units revamped to modera standards (similar to <br />federal programs now available under the Ho~sing and Conm~nity Development <br />A~t of 1974). It ~urther stated that proper zoning should be enacted to <br />protect residential areas in all categories. The potential for secondary <br />programs of education, recreation, youth programs, human relations council, <br />and similar measures were pointed out for the beneficial effect they could <br />have on the populations in areas of substandard housing.
