There is a distinction between an allocation and <br />a policy limitation of population that does not make these two figures <br />inha~nonious. The allocation model does show that the gro~rth policy should <br />be achievable by the City of Santa Ana. <br /> <br />Ho_ nsing and Co~nunity Development Plan <br /> <br /> The Housing and Cam.unity Development Plan and Housing Assistance <br />Plan required by the provisions of the 1974 Housing and Commmity Development <br />Act for receipt o£ entitlements used the definitions of the 1970 census, the <br />Department of Housing and Urban Development, and the criteria and definitions <br />used in the preparation of this Housing P. lement. The following analysis pro- <br />ceeds through the major points of the three-year plan, the Housing Assistance <br />Plan, the survey questionnaire and, finally, the citizen input element. <br /> <br /> H/CD Three-Year Plan: Basically, the text, findings and recuJi~,enda- <br />tions are in conformance with the Housing Element. The Central Corridor <br />Area referenced by this document conforms to the programs of senior citizen <br />housing, redevelopment activity, development of detailed neighborhood plans, <br />acquisition, clearance, packaging, demolition and relocation programs pro- <br />posed. The Central Corridor Area did represent the bulk of the City's de~ <br />teriorated and substandard areas. However, the bulk 'of the activity is pro- <br />posed for the Redevelopment Project Area, ~hile the worst Central Corridor <br />Target Areas are found in the eastern sector of the downtown area (First <br />Street and Grand Avenue and the Logan Area). The programs do, however, <br />address numerically the bulk of Central Corridor substandard units. <br /> <br /> The special emphasis on public improvements for the area west of <br />the Santa Aha River appears justified as long as the installation of stom <br />drains is aggressively followed by the installation and upgrading of streets, <br />curbs and gutters, street lights, street trees and other public facilities. <br />The program of code enforcement and rehabilitation must be simultaneously <br />pursued to ensure upgrading of the physical housing units themselves, as the <br />installation of public wnrks does not guarantee a multiplier or "cloud- <br />seeding" effect upon the substandard condition of the housing stock. <br /> <br /> The ~ater system project proposed for the area west of Greenville <br />Street to King Street between F. dinger on the north and St. Andrew Street <br />on the south is an area designated by this El~nent as a Potential Problem <br />Area.
