however, overall was not considered substantive enough for Target Area status. <br />Ass~ing the water quality and service to be of such deficient standards as <br />to present a potential health problem and a clear safety problem due to in- <br />adequate pressure and volnme for fire fighting, the extensive expenditure re- <br />quired should be accompanied by mere irmnediate efforts to upgrade and stem <br />deterioration of existing stock to safeguard that investment. <br /> <br /> Extensive utilization of the Redevelopment Agency is in line with many <br />of the action program options presented by this report. The consolidation of <br />an eighteen-acre site within the exsting Project Area and development of new <br />housing units can have a substantial impact on housing conditions in the central <br />City area and prove to be a prototype for further such actions in other target <br />areas. The senior citizens' project on Second Street between Birch and Ross <br />does accomplish a partial fulfilling of the need of what this report has re- <br />ferred to as the often "forgotten" minority, and its location appears excellent <br />for centrality of health, shopping and transportation services. The "housing <br />replacement" (spot clearance with replacement) program to eliminate designated <br />target area structures should commence with those locations having the poorest <br />Housing Stock Condition Rating indicated by Chapter IX. <br /> <br /> Realizing the tremendous time constraints placed upon the City of <br />Santa Ana by the Housing and C~,n,,anity Development Ant application preparation, <br />citizen input required, doctmentation, public hearings and A-gs review, the <br />primary emphasis of the H/CD application was placed on planning and public works <br />facilities for the first year of the grant period. <br /> <br /> Housing Assistance Plan: The Housing Assistance Plan identified the <br />nmmber o~ ho'ds~n~ units to be rehabilitated and/or constructed and the recom- <br />mendation for funding for the senior citizens' housing project already ap- <br />proved and in the preliminary phases of planning and design. The Housing <br />Authority of Santa Ana has also applied for additional leased housing facili- <br />ties to fulfill the needs of population groups requiring assistance over and <br />above the senior citizens. It is the intention of the Housing Plan to more <br />fully elaborate the details of a Housing Assistance Plan for Santa Ana. This <br />would be the responsibility of the Planning Department along with the re- <br />quested H/CD programs for "Neighborhood Plans" during the first year entitle- <br />ment. It would also be anticipated that more exacting environmental impact <br />reports may be required for activities relating to the Housing Assistance Plan, <br />and these reports should address the broad scope of the housing issue, in- <br />cluding the social and economic ramifications as well as the physical factors. <br /> <br />000030 <br /> <br /> <br />
