HOUSING SUBMARKETS AND SUB~aaRKET AREAS: Within the framework described <br />above, a housing market and a housing market area as whole entities are <br />divisible into component parts. In individual market analyses, they may <br />be segmented in varying degree to serve more effectively the purpose(s) <br />for which each analysis is undertaken. For example, an analysis with a <br />single conclusion that there is a prospective demand for "~' number of <br />additional dwelling units in the subject locality has only general and <br />very limited usefulness; but, if the analysis is developed to segment the <br />demand, e.g., qualitatively and geographically, its value and usefulness <br />are greatly enhanced. <br /> <br />DELINEATION OF THE HOUSING MARKET <br /> <br /> A housing market area is defined as the geographic entity within <br />which nonfarm dwelling units are in mutual competition. Ideally, this <br />definition implies a preciseness in area delineation which cannot be <br />achieved. A technique is not available to determine the exact points at <br />which specific dwelling units are just beyond the range of competition with <br />other units so that the precise limits can be established for delineating <br />the housing market area. Moreover, if such a technique were available, the <br />limitations of available data ~ould preclude its application. <br /> <br /> Thus, a c~promise is made between the idealistic and the practical <br />aspects of delineating the housing market area with a view to determining <br />the boundaries which will constitute the most reasonable and useful market <br />area from the standpoint of tl~e availability of data consistent with the <br />analytical requirements, having due regard for adjustments that can be made <br />in available data to serve this objective most satisfactorily. Within this <br />framework and the available tools, together with careful firsthand observa- <br />tion throughout the area, the analyst can cumply substantially with the <br />criterion of dwelling unit competition in delineating the housing market area. <br /> <br /> For the purposes of this study, the City of Santa Aha is identified <br />as a housing submarket of the larger Orange County Housing Market Area. <br />These areas were identified as housing submarket and market areas because of <br />the available transportation facilities that link Santa Ana with the entire <br />C~unty, principal locations of nonagricultural ~ployment, local con~nuting <br />habits and preferences of the citizens of Santa Aha as reflected by the 1970 <br />Federal Census of Population, trends in residential developments, topography <br />and the limitations of statistical information relative to subgeographical <br />areas within Orange County. <br /> <br /> Observations made in the course of field work for <br />the Santa Ana Housing Element, together with the study of <br />various maps and data available locally, provided the re- <br />quired perspective on the extent and structure or urban de- <br />velopment, its direction of growth and the pattern of its major <br /> <br />00003 <br /> <br /> <br />
