FINDINGS OF FACT AND CONCLUSIONS OF <br />THE CITY COUNCIL OF SANTA ANA REGARD- <br />ING CONDITIONAL USE PERMIT 75-2 <br /> <br />ll. <br /> <br />The proposed project is the erection of an outdoor <br />sign for the purpose of off-premise advertising. <br /> <br />The sign is proposed to be in dimensions of 48 feet <br />by 14 feet, freestanding, with the bottom of the sign <br />20 feet above grade and a total height of 34 feet above <br />grade. It would have a total area of 672 square feet. <br /> <br />The sign is proposed to be erected on the southeast cor- <br />ner of a vacant 1.85 acre parcel which is bounded on <br />the north by First Street and on the east by Harbor <br />Boulevard. The parcel is rectangularly shaped with <br />255 feet of frontage on Harbor Boulevard and 301 feet <br />of frontage on First Street. The parcel is presently <br />zoned C-2. <br /> <br />Section 41-619.55 of the Santa Ana Municipal Code pro- <br />hibits the construction of off-premise advertising signs <br />in a C2 use district except pursuant to an approved <br />conditional use permit. <br /> <br />Another off-premise advertising sign presently exists <br />on the northwest corner of the same parcel. <br /> <br />The proposed sign would be visible to both northbound <br />and southbound traffic on Harbor Boulevard. <br /> <br />Property to the north of the subject parcel has been <br />developed for retail auto sales and pump and drilling <br />supplies. Property to the east of the subject parcel <br />has been developed for bar and retail stores and auto <br />sales. Property to the south of the subject parcel is <br />vacant except for a bank. Property to the west of the <br />subject parcel has been developed as a plumber's local. <br /> <br />The General Plan designates the area in which the sub- <br />ject parcel is located as a special study corridor and <br />community shopping center. Both Harbor Boulevard and <br />First Streets are designated as planned arterial high- <br />ways. <br /> <br />There have not been any comparable applications or cir- <br />cumstances in the immediate area of the subject parcel. <br /> <br />The Scenic Corridor's Element of the City's General Plan <br /> identifies Harbor Boulevard as a "select scenic corri- <br /> dor'' and states that select scenic corridors should <br /> have preferential consideration for scenic amenities <br /> and improvement. The Element also states, "Emphasis <br /> for select scenic corridors shall be to improve the <br /> visual impact through increased buffering, landscaping, <br /> effective architectual controls and reduction in <br /> signing." <br /> <br />There are presently approximately thirty off-premise <br />advertising signs along Harbor Boulevard between 17th <br />Street and Edinger Avenue. In addition, there are <br />numerous on-premise signs of varying nature along the <br />entire length of Harbor Boulevard in the City of Santa <br />Ana.
