12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />The proposed sign, if erected, would add to the al- <br />ready undesirable visual image along Harbor Boulevard <br />and would therefore have an adverse effect on the <br />General Plan of the City. <br /> <br />The numerous off-premise advertising signs in the area <br />of the subject parcel, among which is included one such <br />sign already on the subject parcel, adequately serve <br />the advertising needs of the area. The proposed sign, <br />therefore, is neither necessary nor desirable to pro- <br />vide a service or facility which would contribute to the <br />general well being of the neighborhood or community. <br /> <br />The proposed sign would be near the intersection of <br />First Street and Harbor Boulevard. Such intersection <br />has the highest traffic volume of all intersections <br />within the City of Santa Ana with over 50,000 vehicles <br />per day passing through, and has one of the highest <br />vehicle accident rates among accident location points <br />within the City of Santa Ana. <br /> <br />The proposed sign would be a large outdoor advertising <br />sign with a distractive effect upon passing vehicle <br />traffic which is likely to contribute to an increase <br />in traffic accidents at the intersection of Harbor <br />Boulevard and First Street. <br /> <br />For the reasons specified in findings 13 and 14 above, <br />the proposed sign may be detrimental to the health, <br />safety, or general welfare of persons residing or <br />working in the ~icinity thereof. <br /> <br />For all of the above reasons, the proposed sign does <br />not satisfy the requirements set forth in section <br />41-638 of the Santa Ana Municipal Code for a grant of <br />a conditional use permit. <br /> <br />Exhibit A - Page 2 <br /> <br /> <br />
