12.

13.

14.

15.

16.

17.

The proposed sign, if erected, would add to the al-
ready undesirable visual image along Harbor Boulevard
and would therefore have an adverse effect on the
General Plan of the City.

The numerous off-premise advertising signs in the area
of the subject parcel, among which is included one such
sign already on the subject parcel, adequately serve
the advertising needs of the area. The proposed sign,
therefore, is neither necessary nor desirable to pro-
vide a service or facility which would contribute to the
general well being of the neighborhood or community.

The proposed sign would be near the intersection of
First Street and Harbor Boulevard. Such intersection
has the highest traffic volume of all intersections
within the City of Santa Ana with over 50,000 vehicles
per day passing through, and has one of the highest
vehicle accident rates among accident location points
within the City of Santa Ana.

The proposed sign would be a large outdoor advertising
sign with a distractive effect upon passing vehicle
traffic which is likely to contribute to an increase
in traffic accidents at the intersection of Harbor
Boulevard and First Street.

For the reasons specified in findings 13 and 14 above,
the proposed sign may be detrimental to the health,
safety, or general welfare of persons residing or
working in the ~icinity thereof.

For all of the above reasons, the proposed sign does
not satisfy the requirements set forth in section
41-638 of the Santa Ana Municipal Code for a grant of
a conditional use permit.

Exhibit A - Page 2
