<br />It was moved by Counci]m~ Helnly, seconded by Markel and carried, that the Attorney
<br />be instructed to smead, revise or repeal the last paragraph of Section 7417 of the
<br />Municipal Code, which reads as follows: "That whenever a water cons~ner sball allow
<br />the payment of the water bills, fines or penalties for water used upon any property
<br />in the City to become due and delinquent the same shall be a lien a~ainst said real
<br />property and said lien shall not be affected by a change in the ownership of said
<br />real property'.

<br />~ication was read from Juanita C~nnoy requesting the approval of Fin~l ~ap of
<br />Tract No. 3105 subject to the filfng of improvement bond at a later date, and on
<br />motion of Councilman Markel, seconded by Heialy and carried, action was deferred
<br />until the next regular meeting.

<br />CcmW, lluication was read from the Board of Education requesting consent to permit a
<br />School Tax Increase Election to be held the same day as the Municipal Election,
<br />
<br />9, 1957, and to use the same polling places and election boards and offering to pay
<br />its proportionate share of *.b~ cost of the polling places and election boards. On
<br />motion of Collucilm~ Neinly, seconded by Markel ~ud carried, the request was granted
<br />with the provision that the Board of Education contribute $8.00 for each
<br />precinct to compensate election officers for the additio~l work.

<br />Co~mmuuication was read fr~n Frank G. Bouelli, Assemblyman, Fifty-second District,
<br />with copies of Assembly Bill AB-64, reference b~ning the sale of crime horror
<br />books to minors under 18 years of age and requesting the Council to adopt a
<br />Resolution similar to the one adopted by the City of Bakersfield, and on motion of
<br />Counc~lm-n Heinly, seconded by Markel and carried, the communications were received
<br />and filed. The Council having unanimously waived the reading of the Resolution, on
<br />motion of Cotmcflm~n Heialy, seconded by Markel and carried, the following
<br />entitled:

<br />into a parking lot, and on motion of Councilman Markel, seconded by Neinly and car-
<br />ried, the ¢~mmunications were received and filed.

<br />plywood instead of metal for signs on the top of their building located at 1124
<br />East 17th Street, and on motion of Councilman Markel, seconded by Ne~n~y and carried
<br />the request was referred to the M~_.~ger for report.

<br />On motion of Councilm~u ~arkel, seconded by Netnly and carried, the audit report on
<br />the Joint Outfall Sewer Revolving Fund, submitted by Diehl, Evans and Company, was
<br />received and filed.

<br />On motion of Counci~raaB ~ark~l~ seconded by Eeinly and carried, the applications of
<br />~nneth E. Boggs, Lee E. Ennen, Edwin L. Hera, and Harley E. Hastings, to drive
<br />taxicabs, were approved and permits granted.

<br />Communication was read from Department of Public Works, Division of Highways

<br />copy of Resolution adopting the route for a portion of State ~tighway in Oral_me
<br />County, between the Santa Ama Freeway (Route 174) and Route 4~ Freeway, VII-Ora-182-
