CITY OF SANTA ANA <br /> <br />DEPUTY CITY MANAGER <br /> <br />DEFINITION <br /> <br />Subject to administrative policy determination of the City Manager, administers and <br />coordinates' the plans, programs and activities of an assigned group of related depart- <br />ments and serves as a member of the City's executive management team. <br /> <br />EXAMPLES OF DUTIES <br /> <br />Assists in the overall management of city operations and serves as principal advisor <br />to the City Manager regarding a major functional area of responsibility such as <br />finance and administration, community development and environmental improvement, <br />community human services, or other broad-gauged substantive area of city govern- <br />ment; directs, coordinates, reviews, and evaluates the plans, programs and activites <br />of a logical grouping of related departments; directs and coordinates the development <br />of goals and objectives within the assigned area of responsibility; reviews and <br />approves departmental proposals for new or revised policies, procedures or practices; <br />reviews and evaluates the operations and activities of the departments under his <br />cognizance and reports results to the City Manager; seeks resolution of operational <br />problems confronting one or more department heads and makes decisions or, where <br />appropriate, makes recommendations to the City Manager for decision; reviews and <br />evaluates performance of department heads; reviews and makes recommendations to the <br />City Manager on annual departmental budget requests; represents the City Manager, <br />as required on matters involving the departments under his direction; and performs <br />other related duties as required. <br /> <br />DISTINGUISHING FEATURES OF THE CLASS <br /> <br />This is highly responsible executive management work in that Deputy City Managers <br />serve as an extension of, and are directly accountable to, the City Manager for <br />the continuing management~ general direction, and coordination of a designated <br />group of related departments. As a member of the City's executive management team, <br />the tnc,,mhent advises the City Manager regarding the organization, functions, <br />operations and problems of a major functional area of city government. <br /> <br />RECOMMENDED MINIMUM qUALIFICATIONS <br /> <br />Education and experience equivalent to graduation from college or university with <br />a degree in public or business administration, economics, or related field AND <br />extensive experience in a high level administrative capacity in government or private <br />industry OR any combination of education, training and experience providing the <br />following knowledge and abilities: <br /> <br />Extensive knowledge of the principals and practices of the organization and manage- <br />ment of personnel, finances, material and other resources of a large public or <br />consumer oriented service organization, pr_eferably a local government agency; con- <br />siderable knowledge of the ordinances an( r~gulatlons gove~ni~L~ ~,.~£al ..~v-~ c!?°] <br />operation; ability to establish and main~ ~i~0~i~0~cooperal~:Felationships <br />with public, department heads, press and ~?~2,~-~ .,h~ litv t6.ex~ress'ideas clearI~ <br /> <br /> <br />
