CITY OF SANTA ANA <br /> <br />DIRECTOR OF COMHUNITY RELATIONS. <br /> <br />DEFINITION <br /> <br />Under admimistrative direction,' administers amd coordinates a comprehensive municipal <br />¢oim~nlty relations program designed to address the physical, economic, educational, <br />social and cultural needs of COuau~nity residents. <br /> <br />EXAMPLES OF DUTIES <br /> <br />Plans, organizes, directs and coordinate~ the activities of the City's housing, community <br />centers and manpower services units; evaluates effectiveness o'f departmental programs <br />and makes appropriate revisions to insure maximum utilization of resources in meeting <br />co,uaonity meeds; established and maintains channels of co~nunication with and between <br />warious segments of the community, City officials and business and industry to encourage <br />free expression of needs, desires, ideas and problems and to develop mutual understand- <br />ing among income levels and ethnic groups; provides staff liaison to and participates <br />in various community programs in the areas of human relations, recreation, health, <br />housing, education, economic opportunity and employment; meets and consults with commu- <br />nity organizations engaged in h,~mn relations activities to coordinate their efforts <br />v~_th the public and private assistance agencies; establishes departmental policies, <br />procedures and performance standards; selects, develops and supervises principal sub- <br />ordinates and directs the selection, placement~ training and supervision of other <br />employees; supervises the preparation of the budget and the control of expenditures <br />for the department; promotes and explains cou~unity relations programs to the public <br />and maintains cooperative planning and working relationships with other public and <br />voluntary h,-,~_~ services agencies; prepares or directs the preparation of periodic <br />and special reports; performs other related duties as required. <br /> <br />.DISTINGUISHING FEATURES OF THE CLASS <br /> <br />This is professional amd administrative work in the direction of a City department <br />subject to the general administrative review by a higher level administrator. The <br />incumbent serves as staff advisor to various related boards and commissions. <br /> <br />.RECOMMENDED MINIMUM QUALIFICA~TIONS <br /> <br />Graduation from an accredited four-year college or university with major course work <br />in public administration, political science, ethnic studies, sociology or a related <br />/ield (an a~vanced degree in public administration or a related field is highly <br />desirable) AND.considerable progressively responsible management experience including <br />supervisory or administrative responsibility for the development of programs and <br />allocation of resources OK any equivalent combination of training and experience <br />v~ich provides the following knowledge, skill and abilities: <br /> <br />Extensive knowledge of: the objectives and ideals of community relations including <br />a thorough understanding of activities ~%ich make up a community relations program; <br />the principles and practices of public administration with special emphasis in depart- <br />~ental persommel and budget a~ministration. <br /> <br />gmowledge of: urban sociological philosophies, trends and concepts. Ability to: <br />establish rapport with varied groups and elements within the co~m~unity; work indepen- <br />dently in ascertaining conununity attitudes, needs and grievances; perform independent <br />~esearch ou a wide variety of cc~mnunity relation problems; to evaluate statistical <br /> <br /> <br />
