Staff Evaluation: The neighborhood in which the project is proposed has not been highly _impacted by social service and care-facilities. However, the City as a whole has more than its proportionate share of said facilities as indicated .in a presentation to the Planning Commission and City Council at a previous date. In the County there are approximatelyi1397 care facilities of this total approximateiy 17% are located in the City of Santa Aha. Total 246 'facilities. Due to the fact that there is already an over concentration of social welfare facilities in the City of Santa Aha which deals with problems on a County basis rather than a restricted basis of the City only. it is recommended that the proposal should not be located in the City of Santa Aha. 5. ]Reasons for Staff Recommendation: 'A. The proposed use would not be compatible with the existing established :- residential and light commercial neighborhood. -B. There already is an over concentration of social welfare facilities in the City that deals with problems on a County basis rather than a restricted - basis of the City only. ~ 6. If the Commission approves the application, the following standard requirements must be met: A. Planning: 1, 2, 3, 4, 13, 14 B. Public Works: 7, 16, 22c, d, 41, 43. .7.. The following requirements must also be met: A.' Planning 4~ There shall be a minimum 20' x 60' landscaped area between the carports and the open parking area. 2) This variance shall terminate at the end of a one year period at which time. the Planning Department shall review the subject premises to determine if the required conditions of the variance have been met and to determine whether or not any problems have arisen due to this operation.
