HRS:WG <br />7/12/76 <br /> <br />RESOLUTION NO. 76- 74 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA, EXPRESSING <br />PREFERENCE FOR ALTERNATIVE SIX OF THE FLOOD <br />CONTROL PLAN DEVELOPED FOR THE SANTA ANA <br />RIVER BY THE U.S. ARMY CORPS OF ENGINEERS <br /> <br /> WHEREAS, the Santa Ana River and the flood threat <br />it poses to the residents of the County of Orange have long <br />been of concern to the elected bodies within the County of <br />Orange; and <br /> <br /> WHEREAS, Congress was petitioned in 1962 by the <br />Board of Supervisors by the Counties of Orange, Riverside <br />and San Bernardino to determine the true status of the flood <br />threat to those Counties from the Santa Ana River; and <br /> <br /> WHEREAS, the Army Corps of Engineers was authorized <br />by Resolution of the Committee on Public Works, House of <br />Representatives, adopted 8th of May, 1964, to determine the <br />depth of the problem and recommend a solution; and <br /> <br /> WHEREAS, by Resolution No. F74-69, dated August 13, <br />1974, the Orange County Board of Supervisors expressed pre- <br />ference for a flood control plan developed for the Santa Ana <br />River by the Army Corps of Engineers and identified at that <br />time as "Plan F"; and <br /> <br /> WHEREAS, the Army Corps of Engineers has completed <br />a draft review report dated August 1975 entitled "Review <br />Report on the Santa Ana River Main Stem and Santiago Creek"; <br />and <br /> <br /> WHEREAS, "Plan F" has been changed somewhat and <br />redesignated as "Alternative Six"; and <br /> <br /> WHEREAS, the Corps of Engineers recommends in said <br />report the approval of a flood protection plan known as <br />"Alternative Six" which includes: Construction of a new dam <br />and reservoir at Mentone in San Bernardino County; modification <br />of Prado Dam, including rebuilding the emergency spillway and <br />outlet works, raising the dam 30 feet and providing a control- <br />led discharge of 30 thousand cubic feet per second contem- <br />poraneous with peak discharges with downtown tributaries; <br />improvement of Santa Ana River Channel through urban Orange <br />County for standard project flood protection; and improvement <br />of lower portion of Santiago Creek for standard project flood <br />protection; and <br /> <br /> WHEREAS, the "All-River Plan", known also as Alternative <br />Six, recommended by the District Engineer of the Army Corps <br />of Engineers does meet and is the only alternative acceptable <br />to all parties; and <br /> <br /> WHEREAS, any attempt to implement any other of the <br />alternatives studied can and will result only in additional <br />costs and delays; and <br /> <br /> <br />
