General Plan Compatibility: <br /> <br />The General Plan designates this area for low density residential. <br /> <br />4. Staff Evaluation: <br /> <br />The subject property was annexed into the City of Santa Ana on April 23, <br />1959. It is part of a subdivision containing approximately 180 sub-standard <br />residential lots, each having approximately 45 feet of street frontage and <br />between 5,250 sq.ft, and 5,750 sq.ft, of land area. It is staff's feeling <br />that to allow a more intensive residential development on a below minimum <br />area R 1 lot would set a dangerous precedent in this neighborhood's future. <br /> <br />5. Reasons for Staff Recommendation: <br /> <br />A. The proposed project would be detrimental to the surrounding area and <br /> to the City's General Plan. <br /> <br />The subject property is a legal non-conforming parcel not meeting the <br />6,000 sq.ft, minimum lot size, nor the 50-foot minimum street frontage. <br />To allow an additional unit on the property, waiving the required off- <br />street parking, would be a detriment to the neighborhood. <br /> <br />6. If the Commission approves the application, the following standard require~ <br /> merits must be met: <br /> <br />A. Planning: l, 2, 14 <br /> <br />B. Public Works: 16 <br /> <br />7.' The following requirements must also be met: <br /> <br />A. Police Department <br /> <br />l) That all exterior doors be solid core. <br /> <br />2) That all exterior doors be equipped with a one inch throw <br /> deadbolt lock. <br /> <br />3i That double-hung windows have auxiliary locking devices, subject <br /> to the approval of the Police Department. <br /> <br />4) <br /> <br />All exterior doors of the residence shall be equipped with a <br />lighting device which will illuminate the door and doorway with <br />an equivalent of a 60 watt incandescent light bulb. <br /> <br />COMPLIANCE WITH C.E.Q.A.
