305 <br /> <br />Council Chamber <br />Santa Ana City Hall <br />August 19, 1957. 7:30 P.M. <br /> <br />City Council met in regular session. <br />Meeting called to order by the Mayor. <br /> <br />Present: Councilmen Royal E. Hubbard, Stanley C. Gould, Jr., <br /> A.A.Hall, J. Ogden Markel, Dale H. Heinly <br />Absent: Councilmen None <br /> <br />Salute to the Flag w~s given followed by invocation by Counc~lm~n H~i. <br /> <br />Each member of the City Council having received copies of the Minutes <br />of August 5, 1957, reading of the Minutes was dispensed with and approved <br />on motion of Councilman Hubbard, seconded by Gould and carried. <br /> <br />Continued Hearing <br />Proposed Civil Service <br />Rules and Regulations <br /> <br />This being the d~te set for the continued hearing on the adoption of the proposed <br />Civil Service Rules and Regulations, Attorney Robert Webb, representing the City <br />Employees, stated the Personnel Board adopted the Rules presented by the Employees <br />but omitted the one sentence in Section 2275 which provided for a standard guide. <br />In fairness to the City and to the employees, this sentence should be included <br />"such approval shall be given l~less such Department Head or the City Manager <br />have reasonable cause to believe that outside employment will be in conflict with <br />the duties of the employee". Mayor Heiuly closed the hearing. It was moved by <br />Councilman Hall, seconded by Markel and carried, that a new Section to be numbered <br />Section 2266.1 - Leave, Death in Family, shall~ be included in the Civil Service <br />Rules and Regulations and shall read as follows: "An employee shall be entitled <br />to three days leave without loss of pay to arrange and/or attend a funeral for a <br />member of the employee's immediate family. "Immediate F~nily" as used in this <br />Section is limited to any relative by blood or marriage who is a member of the <br />employee's household, and any parent, spouse, child, brother or sister of the <br />employee, regardless of residence". ~yor Heinly asked the Co~mcil to discuss <br />and debate the question in section 2275 - Outside Employment. It was moved by <br />Councilman Gould and seconded by Hubbard, for the purpose of discussion, that <br />Section 2275 be amended by the addition at the end of sentence as follows:.
