CITY OF SANTA ANA <br /> <br />HOUSING REPRESENTATIVE <br /> <br />DEFINITION <br /> <br />Under general supervision, performs responsible technical and public contact work <br />involved in assisting and advising tenants and prospective tenants.of the City's <br />bouslng assistance programs. <br /> <br />EXAMPLES OF DUTIES <br /> <br />Promotes, explains and implements assigned phases of City Housing Authority's. <br />low-income housing program; contacts property owners, managers, agents and <br />brokers to encourage participation in the program; negotiates with owners concern- <br />ing lease charges, occupancy and maintenance standards, and related conditions of <br />contract agreements; informs, explains, and advises applicants and tenants regard- <br />{rig conduct of negotiations and of policies, procedures, and regulations of the <br />housing authority program; mediates~ resolves or refers to supervisor various <br />owner-tenant disputes or problems; may refer tenants to social service agencies <br />for assistance in resolving financial, domestic or social problems; performs <br />dwelling unit inspections to insure units are in safe, decent and sanitary condi- <br />tion according to federal regulations; may determine eligibility of applicants; <br />computes rental charges; performs related duties as required. <br /> <br />DISTINGUISHING FEATURES OF THE CLASS <br /> <br />~he work of this class involves the exercise of independent judgement and <br />initiative within the framework of established.policies. An employee of this class <br />must be able to establish and maintain good rapport with applicants, tenants and <br />property owners through effective oral presentations and communication. <br /> <br />RECOMMENDED MINII~JM QUALIFICATIONS <br /> <br />Possession of a valid California driver's license, education .equivalent to graduation <br />from high school, and sufficient experience involving a substantial amount of public <br />contact, preferably as a representative, organizer or supervisor of a community <br />service-oriented activity, which provides the following knowledge, skills and <br />abilities: <br /> <br />Some knowledge of the Santa Ana housing rental market, real property management and <br />laws pertaining to the rental of real property. Working knowledge of the location <br />and services of the various local public and non-profit social service agencies or <br />groups. Skill in' negotiating effectively, particularly on a one-to-one basis with <br />property o~ners. Ability to: secure and analyze facts, draw logical conclusions, <br />exercise independent judgement and make decisions; understand, explain and interpret <br />policic~, procedures and rc~ul~ ~f~"/ ~c.~.L~ica*--n. atur~;-~estab!ish and ~imtain <br />effective public relations;~'spe~k~ in~fr0~ of s~I~groups; and co~unicate effectively <br /> writing. <br /> <br /> <br />
