Allison <br /> <br />Rotation plan of <br />City funds <br /> <br /> Communication was read from Attorney John D. Cochran on behalf of Dr. Jerome J. <br /> Krueger for permission to change the shape of the medical office building to be <br /> constructed at the southwest corner of Flower Street and Washington Avenue, in <br /> order to provide for additional off street parking facilities; Variance No. 866 <br /> having been granted by Resolution 57-38. On motion of Councilman Markel, seconded <br /> by Hubbard and carried, the request to amend Variance of Dr. Krueger was granted to <br /> change the shape of the buildi~ and construction approved according to the plot <br /> plan submitted. <br /> <br /> Communication was read from the Planning Commission recommending denial of variance <br /> application of John T. and Lula G. Allison to permit construction of a garage-duple~ <br /> (consisting of four garages with a one-bedroom duplex over them) on rear part of <br /> lot situated at lll4 South Birch Street, in an R-1 District. Paul Eby, lll5 South <br /> Ross Street, objected to the variance stating the area is a very desirable <br /> <br /> District and should so remain; the construction of the garage-duplex would <br /> materially downgrade the area and there would be three residences on the lot with <br /> one ingress and egress to the garages. On motion of Councilman Hubbard, seconded <br /> by Markel and carried, the recommendation of the Commission was approved and the <br /> variance denied. <br /> <br />Communication was read from California Bank approving the rotation of the "General <br />Fund" of the City of Santa Ana to the three banks mentioned: First two years, <br />California Bank, next two years, Security-First National Bank of Los Angeles and the <br />next two years, Bank of ~merica. On motion of Councilman Hubbard, seconded by <br />Gould and carried, the communication was received and filed. It was moved by <br />Councilman Hubbard and seconded by Gould, that effective January l, 1958, the <br />demand account of the City of Santa Aha now on deposit with the First Western Bank <br />be rotated among the four banks of the City for two-year intervals and that said <br />banks shall have such accounts according to the following priority; the California <br />Bank, Santa Ana Branch, shall have the account from January l~ 1958 through Decembe~ <br />31, 1959; the Security First National Bank of Los Angeles for the next two years an~ <br />the Bank of America, National Trust and Savings Association, Santa Ana Branch, for <br />the following two years. After completion of the third two-year period~ the fund <br />shall be deposited with the First Western Bank for two years and thereafter rotation <br />in said order shall be continued until further order of the Council. Merle Boyle <br />Vice-President of First Western Bank, stated the Bank had not been notified in re- <br />gard to this matter and was not in accord with the rotation plan. The Gity accoun <br />have been handled for many years and felt that good service had been rendered. <br />Councilman Hall stated the rotation plan would involve an expenditure of approx- <br />imately $383.00 in the purchase of necessary forms, checks~ etc. and did not feel <br />the City funds should be distributed to the various banks. Counc~lm~n Gould amended <br />the motion, seconded by Hubbard and carried, that no such rotation shall be made to <br />any bank which does not have on deposit "time deposit" bearing same interest rates <br />as offered by other banks or is willing to accept time deposits at the same rate <br />offered by the other banks provided for in the rotation plan. <br /> <br />Roll Call Ayes, Councilmen Royal E.
