GCH:Ps <br />12-14-76 <br /> <br />RESOLUTION NO. 76-148 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA, DECLARING <br />THE RESULTS OF THE CANVASS OF ELECTION <br />RETURNS OF THE SPECIAL MUNICIPAL ELECTION <br />HELD IN SAID CITY ON NOVEMBER 2, 1976. <br /> <br /> The City Council of the City of Santa Ana, California, <br />DOES HEREBY RESOLVE, DETERMINE AND ORDER as follows: <br /> <br /> Section 1. That a special municipal election was duly <br />and regularly held in said City on the 2nd day of November, 1976, <br />at which election there were submitted to the qualified voters <br />of said City the following propositions, to wit: <br /> <br /> PROPOSITION P - CITY COUNCIL WARDS: Shall <br />Sections 101.1, 101.2, 101.3, 400 and 401.1 of <br />the Charter be amended to require council wards to <br />be based population equality; to prohibit ward <br />boundary changes within 120 days prior to council <br />elections; to provide for inclusion of newly annexed <br />or consolidated territory in the most contiguous <br />ward pending reapportionment; to delete references <br />to division of the city into less than seven wards; <br />and to establish initial terms for council members <br />from wards to be created in the future? <br /> <br /> PROPOSITION Q - CITY RIGHTS AND CITY COUNCIL <br />ACTIONS: Shall Sections 102, 200, 417 and 609 <br />of the Charter be amended to allow the Council to <br />set a fiscal year for the City by ordinance; to <br />state that the City has all rights, powers and <br />privileges not in conflict with the Constitution <br />or the Charter and that the absence of specifica- <br />tions of such rights in the Charter is not a limita- <br />tion on the City's rights; to provide for the immedi- <br />ate effect of ordinances adopted pursuant to a state <br />law providing for such immediate effect and for the <br />immediate effect of appropriation ordinances; to <br />require amendments to municipal code sections to <br />set forth the entire section proposed to be amended; <br />and to allow budget appropriation revisions by major- <br />ity vote of the Council? <br /> <br /> PROPOSITION R - ELECTIONS: Shall Sections 1200, <br />1202 and 1203 of the Charter be amended to allow the <br />City Council to provide for an election by resolution <br />as well as by ordinance; to substitute the term <br />"general law cities" for "cities of the sixth (6th) <br />class"; and to limit the occasions on which special <br />elections can be called to council vacancy elections, <br />initiative, referendum and recall elections, charter <br />amendment elections pursuant to petition, elections <br />consolidated with state or county elections, or <br />election dates approved by two-thirds of the Council? <br /> <br /> PROPOSITION S - COMPENSATION FOR COUNCIL MEMBERS: <br />Shall Section 402 of the Charter be amended to in- <br />crease the monthly compensation of council members <br />from $125.00 to $300.00? <br /> <br /> PROPOSITION T - COMPENSATION OF MAYOR: Shall <br />Section 402 of the Charter be amended to increase <br />the monthly compensation the Mayor receives, over <br />and above that which he receives as a councilman, <br />from $75.00 to $200.00? <br /> <br /> <br />
